EACC Texas Welcomes Xin Gao and the Québec Government Office in Houston as a President’s Circle and Board Member

The EACC Texas Board of Directors is delighted to welcome Xin Gao and the Québec Government Office in Houston.

The Québec Government Office in Houston supports and promots the development of business projects between organizations from Québec for Texas, Louisiana, Oklahoma & Arkansas. The Québec Trade Office works closely with numerous partners in high-tech sectors such as aerospace, bio-medical, digital media, cleantech and agro-food.

Ms. Xin Gao was appointed as the head of Quebec government’s delegation to Houston, Texas on May 19, 2021. She took office on 7 June 2021.  Ms. Gao will be the first individual serving as a Delegate since this office was upgraded to the status of a delegation.

Ms. Gao has over 20 years of experience working for the Canadian federal government.  Prior to her appointment, Ms. Gao was Director of Trade and Clean Technology at the Department of Environment and Climate Change Canada. During this time, she was active in promoting trade and exports, as well as attraction of foreign direct investment. She also managed a team that negotiates the environmental chapters of Canada’s Free Trade Agreements with various countries including the United States – Canada — Mexico Agreement (USMCA); and oversaw the development and management of a multi-million-dollar funding program that supports innovative SMEs in the plastic clean technology sector.

As the Delegate in charge of Texas and the neighboring states (Louisiana, Oklahoma and Arkansas) her mission is to expand Quebec’s presence in these territories, growing and building a highly competent team that will facilitate trade, innovation and partnership between Quebec and the south-central U.S.. She and her team will focus on promoting and identifying export opportunities for Quebec businesses, attracting investment into Quebec, as well as building a strong diplomatic relation with local governments and organizations. In addition, Ms. Gao  will be in charge of promoting Quebec excellence in several sectors, such as in culture, education, tourism, environment, and la Francophonie.

Ms. Gao holds a master’s in environmental science management and Management from Royal Roads University (Victoria) as well as a Bachelor of Environmental Science from Simon Fraser University. She also holds certificates in negotiation and leadership from Harvard Business School Online.

As a Neo-Quebecer and member of a visible minority, she intends to build strong ties between Quebec and the U.S.. Houston is the fourth largest city in the United States with over 90 diplomatic representations, making it the third most important diplomatic city in the US after Washington and New York.  The government of Quebec has an office in Houston since 2015.
