Prior to this position\, she was Deputy Chief Negotiator of the Commission’s Task Force for the preparation and conduct of negotiations with the United Kingdom\, reporting to Michel Barnier. \nShe joined the European Commission in 1994 where she worked on industrial and trade issues before serving in the cabinets of Trade Commissioner Pascal Lamy and Commission President Barroso. She then headed the cabinet of Development Commissioner Louis Michel. She later became a director in the Commission’s Secretariat-General\, in charge of economic\, social and environmental policy coordination\, before joining DG Trade in 2016 as Deputy Director General. \nShe holds a Master’s degree in political and economic sciences from the University of Freiburg (DE)\, a Master’s degree from the College of Europe and a PhD from the University of Tübingen (DE). \n\nRon Kirk is Senior Of Counsel in Gibson\, Dunn & Crutcher’s Dallas and Washington\, D.C. offices. He is Leader of the International Trade Practice Group and a member of the Sports Law\, Public Policy\, Crisis Management and Private Equity Practice Groups. \nAmbassador Kirk focuses on providing strategic advice to companies with global interests. Ambassador Kirk has had an extensive career in Public Service. Prior to joining Gibson Dunn in April 2013\, Ambassador Kirk served as United States Trade Representative (USTR) and was a member of President Obama’s Cabinet\, serving as the President’s principal trade advisor\, negotiator and spokesperson on trade issues. He also served as Mayor of Dallas from 1995 – 2001\, and as Texas Secretary of State in 1994 appointed by Gov. Ann W. Richards. \nPrior to joining USTR\, Ambassador Kirk was a partner at Vinson & Elkins LLP\, where his principal area of practice was public finance and public policy. \nAmbassador Kirk serves as a Corporate Director for Texas Instruments\, and Macquarie Infrastructure Corp\, and previously as a Director for Brinker International\, Dean Foods\, and PetSmart. He serves as a Trustee for Austin College\, the LBJ Presidential Library Foundation\, and on the Board of the Dallas Citizens Council. Ron also is a Board Member of the NAACP Legal Defense and Education Fund. Ambassador Kirk was born and raised in Austin\, Texas\, and received his Bachelor of Arts degree in political science and sociology from Austin College in Sherman\, Texas. He received his law degree from the University of Texas School of Law in 1979. He is married to Matrice Ellis-Kirk\, and they have two adult daughters. Ambassador Kirk is admitted to practice in Texas and the District of Columbia.

The sharp downturn in growth was expected to be widespread\, with World Bank forecasts in 2023 revised down for 95% of advanced economies and nearly 70% of emerging market and developing economies. During her tenure she attracted new investors to the shareholder base and broadened reach across new markets including Asia Pacific and the Middle East. \nCarol joined Royal Caribbean Group in 2000 and held a variety of leadership roles across Sales\, Finance and Revenue Management. As the Associate Vice President of National and Strategic Accounts\, North America for Celebrity Cruises\, Carol was accountable for the development of business opportunities with national consortia\, key strategic trade partners\, and the continued success of the Home-based channel. As Director of Sales Planning and Strategy for Celebrity Sales\, she was charged with the development and implementation of national promotional campaigns\, trade compensation\, business analysis and strategy\, financial planning\, and automation tools for trade and field sales. \nPrior to her career at Royal Caribbean Group\, Carol was an Associate Consultant at PricewaterhouseCoopers in the Dispute Analysis and Corporate Recovery team. \nSupporting local community has also been a focus\, a trait instilled while a student of the Sacred Heart.  At a board level Carol has served organizations with inspiring missions including Dress for Success and\, currently\, Amigos for Kids. \nCarol holds a Masters in Finance from University of Miami and Bachelor degrees in Finance and Accounting from Stern School of Business at New York University. \nCarol lives in Coral Gables\, Florida\, with her husband Francisco and their two children. \n\nArancha Gonzalez-Laya \nArancha González Laya is the Dean of the School of International Affairs at Sciences Po in Paris. She has extensive knowledge of international relations\, trade and economics\, coupled with broad experience in European institutions as well as in multilateral organisations. \nMs. González was Minister of Foreign Affairs\, European Union and Cooperation of Spain (2020- July 2021). She served as United Nations Assistant Secretary-General and Executive Director of the International Trade Centre\, the joint trade development agency of the United Nations and the World Trade Organisation (2013 to 2019). Between 2005 and 2013 Ms. González was Chief of Staff to World Trade Organization Director General Pascal Lamy and his representative (Sherpa) at the G-20. \nPrior to that Ms. González held several positions at the European Commission in the area of external relations. She was advisor to the European Commissioner for Trade and European Commission spokeswoman. Ms. González began her career in the private sector as an associate in a German law firm advising companies on trade\, competition and state-aid matters. She serves in the Mission Committee of Danone and is a member of the International Advisory Council of the European House-Ambrosetti. \nA Spanish national\, Ms. González holds a degree in law from the University of Navarra and a postgraduate degree in European Law from the University of Carlos III\, Madrid. \n\nNadine Heubel \nNadine Heubel is a veteran retail executive with over 25 years of experience in the industry. Beginning her career at Hugo Boss\, Heubel quickly rose through the ranks to become the company’s Global Head of Travel Retail. She later served as CEO of Heinemann Americas\, Inc.\, the US-based subsidiary of international duty-free leader Gebr. Heinemann. During her six-year tenure as the highest-ranking female executive in the company’s history\, Heubel secured contracts with some of the world’s largest cruise lines. In her current role as the Senior Managing Director of Travel Retail for Newmark\, she is responsible for establishing the world’s most sought-after luxury brands in the North American travel retail market\, and for converting more travelers into customers. \nHeubel has a talent for identifying and nurturing critical relationships within her industry. She has extensive experience working across cultures\, continents\, and time zones in multiple languages: German\, English\, and French. Her long-standing role as a “positive disruptor” with a keen eye for identifying emerging business trends means that she understands how to bring new and lucrative opportunities to her partners. Because she brings these ideas with enthusiasm and excitement\, her partners frequently find themselves pursuing unchartered paths with confidence. Heubel employs a compassionate and collaborative leadership style\, establishing environments that foster creativity\, emphasize professional growth\, and empower staff to do the work required to build successful companies. \nHeubel is passionate about mentorship\, female empowerment\, giving back to her community\, and Miami’s budding tech ecosystem. She counsels a broad range of public and private clients on mergers and acquisitions\, as well as on general corporate and securities matters. Daniella focuses her practice on U.S. and cross-border mergers\, acquisitions\, divestitures\, carve-out transactions\, business combinations involving special purpose acquisition companies (SPACs)\, joint ventures\, spin-offs\, and securities offerings. She also regularly represents clients in corporate governance matters and has defended clients against hostile takeovers and proxy contests\, and advised clients with respect to corporate matters that arise in the context of bankruptcies\, restructurings\, and workouts. \nClients include private equity firms and financial institutions\, across industries such as health care\, biotechnology\, oil and gas\, gaming\, aviation\, aerospace\, and retail\, on both the buy-side and sell-side of transactions. She counsels start-up and emerging companies in connection with formation matters and capital raise transactions.\nIn addition to practicing law\, Daniella has taught a class on negotiating M&A transactions as an adjunct professor at Tulane Law School. DESCRIPTION:  \n\nThe Russian invasion of Ukraine\, as the world was just beginning to emerge from COVID\, has been a huge shock to the global economy and no region of the world has borne the brunt of this shock as much as Europe. The war has led millions of refugees to seek safety in the EU\, caused household food and energy bills to soar\, and threatened the competitiveness of entire industrial sectors as the costs of basic inputs have mounted. \nYet the shock of the attack on Ukraine has reinforced the lessons learned from the pandemic namely that coordinated\, collective action is the only effective response\, and Europe is stronger & more effective when it acts in unison. The war has thus been a galvanizing force that is bringing the EU closer together. \nIt is now clear that the green energy transition is not simply a matter of combating climate change\, but that making Europe independent from Russian fossil fuel imports is a strategic necessity. The EU and its Member States are already executing a host of policy measures\, some initiated during the Covid 19 Pandemic\, that will mobilize hundreds of billions of euros in new energy investments\, contain energy prices and bring inflation back under control\, and support freedom and democracy in Ukraine. \n  \nWith winter fast approaching\, these efforts have already begun to bear fruit.\n• Natural gas reserves are over 90% full\, and Russian imports have fallen from 40% last year to under 10%.\n• Construction of new energy infrastructure is beginning\, households and businesses are receiving support to ease the pain of high energy bills.\n• The Ukrainian people are getting aid that will allow them to continue their stand against Russian aggression. \nBut these early successes have not resolved all of the challenges that lie ahead. He directs the Caruth Institute staff and its many community service programs\, such as the Dallas 100 Entrepreneur Awards\, the Southwest Venture Forum\, the Starting A Business certificate course\, and the Startup Camp for Teens. In addition\, Dr. Mak leads the academic entrepreneurship programs at Cox by overseeing the BBA Specialization in Entrepreneurship and the MBA/graduate program in entrepreneurship\, managing a team of over a dozen adjunct professors in teaching over 20 entrepreneurship courses. Dr. Mak also works with the Lyle School of Engineering on the MS in Engineering Entrepreneurship degree program. \nDr. Mak is one of the leaders at SMU in researching blockchain and created an MBA class called Blockchain Entrepreneurship where he taught about CryptoKitties as one of the first NFT (Non-Fungible Token) startup business models.  He has traveled to London\, Berlin\, Malta\, Kuala Lumpur\, Singapore\, Israel\, Beijing\, and Shanghai researching blockchain startups. He has formed a company Genesis Blockchain Academy\, LLC that is supported by the SMU Incubator. \nDr. Mak also researches esports entrepreneurship and just completed a project with a graduate assistant researching startup business models in esports. He is the faculty advisor for the SMU Esports Club and co-director of the newly created SMU Esports Business Management Certificate. He has traveled to London\, Stockholm and Israel researching esports startups. His newest research interest is in space entrepreneurship. \nDr. Mak specializes in ideation (having created an BBA course called Identifying Entrepreneurial Opportunities)\, emerging business models and strategies\, corporate entrepreneurship (having created an MBA course called Corporate Entrepreneurship:Intrapreneuring)\, and global entrepreneurship (having created an MBA course called Global Explorations in Entrepreneurship and brought his students to Berlin\, Zurich\, Israel\, and Kuala Lumpur to study their local entrepreneurship ecosystems). Dr. Mak also teaches strategic thinking in the SMU Cox Executive Education program called Transformational Leadership.   \nPrior to joining SMU\, Dr. Mak worked as an engineer for Fortune 50 companies Raytheon and Digital Equipment Corporation\, and then was an early employee of venture-backed software startup Mercury Interactive in Silicon Valley as a field applications engineer and then was the Texas Regional Sales Manager after the company’s IPO. He was involved in his own healthcare dot.com startup and presented to top-tier venture capital firms in Silicon Valley\, and then was the vice president of sales and marketing for a startup Asian business magazine\, and most recently he was vice president of marketing and business development for a small\, Dallas-based private-equity backed Linux software company and led the sales expansion into the Japanese market and the eventual company sale to a large Japanese systems integration company. \nDr. Mak earned his BS in Mechanical Engineering from MIT\, an MBA in Finance from the SMU Cox School of Business\, and a Ph.D. in Applied Science (Systems Engineering focus) from the SMU Lyle School of Engineering\, where his PhD dissertation was entitled: Improving Investment Performance of Venture Financing Utilizing Bayesian Fundamentals. Dr. Mak is also the recipient of the SMU Cox Teaching Innovation award\, SMU Distinguished Community Service Award\, the SMU Rotunda Outstanding Professor Award\, and the Global Educator of the Year by the Dallas Global Chamber of Commerce. Dr. Mak is also the faculty advisor to the SMU Undergraduate Entrepreneurship Club\, the MBA Entrepreneurship Club\, the SMU Intervarsity Fellowship\, is on the SMU Incubator Advisory Committee\, and also helps judge the annual Big Ideas undergraduate business plan competition. \nIn January 2021\, Dr. Mak helped launch the USASBE (United States Association for Small Business and Entrepreneurship) Special Interest Group (SIG) on Tech Entrepreneurship and serves as the inaugural chair. \nIn January 2021\, Dr. Mak was appointed to the Dallas Mayor’s Task on Innovation and Entrepreneurship where he chairs the Big Fat Hairy Audacious Idea Committee. \n\n\nEbetuel (Beto) Pallares – Partner\, Joseph Advisory\, Betopallares.vc\, El Paso\, TX\nEbetuel (Beto) Pallares was born in Cd. Juarez\, Chihuahua\, Mexico and raised in El Paso\, TX.  He began his career as a management consultant focused primarily on the telecom industry. He’s also been a start-up entrepreneur\, a telecom executive\, and restaurateur\, a nonprofit director\, a venture capitalist\, and a professor. Beto’s investment expertise is in seed and early stage venture investments\, as well as venture fund creation. He currently advises a family office on fund commitments and direct investments into private operating companies\, and is the general partner/fund manager of two funds. Beto enjoys being involved in entrepreneurial transformation\, particularly in the Borderplex region where he incorporates best-in-class mentorship\, tech tools and resources for start-up founders and aspiring investors. He teaches entrepreneurship and strategic management at New Mexico State University where he holds the Bill and Sharron Sheriff Endowed Chair in Entrepreneurship.  Beto is a Kauffman Fellow and a Presidio Fellow and over the years has served on the board of over two dozen private companies.  He also serves on the board of Exagen\, Inc. (NASDAQ: XGN).  Beto holds a Ph.D. in International Business Strategy from the University of Texas at El Paso\, in addition to an MBA. She has extensive knowledge of the EU bureaucratic infrastructure and regulatory system. \nAs CEO of Vulcan Consulting\, she works closely with CEOs and senior management teams to assist them in understanding and navigating the political\, policy and decision-making environment in Europe and Ireland. A regular keynote speaker at industry sponsored events and roundtables\, Creighton also advises firms on political engagement. Since June 2016 she has worked with several corporate clients on Brexit contingency planning\, particularly in the fields of banking and asset management. She is in high demand in the United States and across Europe to speak at conferences and to provide in-depth briefings on EU and Irish political and regulatory changes. \nDuring Ireland’s Presidency of the Council of European Union\, Creighton led negotiations with 28 Member States on the €960 billion EU Budget\, as well as representing the continent in bilateral trade discussions in the United States\, leading to the start of formal TTIP negotiations. He is instrumental in defining the US relations in the Trade & Technology Council\, drives the US narrative on European key policies such as the Digital Services Act or on AI. A senior manager at the European Commission since 1998 he is committed to a positive European vision of a society and economy increasingly driven by technology. Prior to the EU he worked on international assignments for the strategy consulting firm American Management Systems\, and for the European Space Agency\, in the Netherlands.
