He was previously an associate attorney at Baker Hostetler\, LLP\, and is the co-founder of the China SignPost™ (洞察中国) analysis portal. Collins has worked in the Department of Defense as a China analyst and as a private sector global commodity researcher\, authoring more than 100 commodity analysis reports\, both for private clients and for publication. \nCollins’ research portfolio is global. His work currently focuses on legal\, environmental and economic issues relating to water — including the food-water-energy nexus — as well as unconventional oil and gas development\, and the intersection between global commodity markets and a range of environmental\, legal and national security issues. His analysis draws from a broad swath of geospatial and other data streams and often incorporates insights from sources in Chinese\, Russian and Spanish. \nCollins received his B.A. from Princeton University and a J.D. from the University of Michigan Law School. He is licensed to practice law in Texas. \n\n  \n  \nDr Mallika Ishwaran \nSenior Economist and Policy Advisor\, Shell International \nMallika is Shell’s Chief Economist. She advises on macroeconomic issues\, economic trends\, and related policy matters to shape Shell’s long-term scenario outlooks. She leads strategic engagements on energy transitions with national and city governments across the world\, notably a multi-year collaboration with the Chinese government. Mallika also advises on Shell’s strategic policy and advocacy approach to support the company’s energy transition strategy. She sits on a range of external advisory boards. \nPrior to joining Shell\, she was Deputy Director at the Department for Environment\, Food and Rural Affairs responsible for evidence and analysis across the environment\, food\, and green economy portfolio. Before that\, Mallika worked in senior economics and policy roles in the USA. \nMallika holds Ph.D. and M.S degrees from Carnegie Mellon University\, and a B.A. from St. Stephen’s College\, Delhi University. \n\n  \n  \nDavid Van Weel  \nAssistant Secretary General for Emerging Security Challenges\, NATO \n\n\n\n\n\n\n\n\n\n\n\nDavid van Weel holds the role of NATO’s Assistant Secretary General for Emerging Security Challenges\, advising the Secretary General on such challenges and their implications for Alliance security. He also oversees the Emerging Security Challenges Division\, which coordinates the Alliance’s response to new threats like cyber and hybrid risks\, terrorism\, disruptive technologies\, energy security\, and data policy. This division manages the Science for Peace and Security Programme\, fostering collaboration between NATO and partner nations through research and innovation. \nPrior to joining NATO\, van Weel was the Foreign Policy and Defense Advisor for the Prime Minister of The Netherlands\, following an extensive career in the Dutch Ministry of Defence\, where he held key positions including Director for International Affairs and Operations/Policy Director. He was appointed to this role in December 2022. \nThomas was first elected to Dáil Éireann to represent Meath East in 2007. From 2007 to 2011 he was a member of the Oireachtas Committees on Justice\, Equality and Defence\, Social Protection and on Finance and the Public Service. \nIn 2011 Thomas was elected to the Seanad for the Cultural and Educational panel. He served as a Senator from 2011 to 2016\, during which he was the Party Spokesperson on Public Expenditure and Reform. In 2016 Thomas was again elected to Dáil Éireann. From 2016 to 2020 he served as the Party Spokesperson on Education. In 2020\, he was appointed as Minister of State for European Affairs. \nThomas was educated at St. Mary’s Diocesan School in Drogheda. He holds an LL.B. Law degree from Trinity College\, Dublin. He qualified as a Solicitor in 2001. Thomas completed his apprenticeship with McCann FitzGerald Solicitors in Dublin. After qualifying\, he worked in the EU and Competition Law Department in the firm. In 2003\, Thomas returned to practice closer to home in Feran & Co. Solicitors until his election to Dáil Éireann in 2007. \nThomas is married to Ann and they have 3 children together.

Prior to this position\, she was Deputy Chief Negotiator of the Commission’s Task Force for the preparation and conduct of negotiations with the United Kingdom\, reporting to Michel Barnier. \nShe joined the European Commission in 1994 where she worked on industrial and trade issues before serving in the cabinets of Trade Commissioner Pascal Lamy and Commission President Barroso. She then headed the cabinet of Development Commissioner Louis Michel. She later became a director in the Commission’s Secretariat-General\, in charge of economic\, social and environmental policy coordination\, before joining DG Trade in 2016 as Deputy Director General. \nShe holds a Master’s degree in political and economic sciences from the University of Freiburg (DE)\, a Master’s degree from the College of Europe and a PhD from the University of Tübingen (DE). \n\nRon Kirk is Senior Of Counsel in Gibson\, Dunn & Crutcher’s Dallas and Washington\, D.C. offices. He is Leader of the International Trade Practice Group and a member of the Sports Law\, Public Policy\, Crisis Management and Private Equity Practice Groups. \nAmbassador Kirk focuses on providing strategic advice to companies with global interests. Ambassador Kirk has had an extensive career in Public Service. Prior to joining Gibson Dunn in April 2013\, Ambassador Kirk served as United States Trade Representative (USTR) and was a member of President Obama’s Cabinet\, serving as the President’s principal trade advisor\, negotiator and spokesperson on trade issues. He also served as Mayor of Dallas from 1995 – 2001\, and as Texas Secretary of State in 1994 appointed by Gov. Ann W. Richards. \nPrior to joining USTR\, Ambassador Kirk was a partner at Vinson & Elkins LLP\, where his principal area of practice was public finance and public policy. \nAmbassador Kirk serves as a Corporate Director for Texas Instruments\, and Macquarie Infrastructure Corp\, and previously as a Director for Brinker International\, Dean Foods\, and PetSmart. In addition\, Dr. Mak leads the academic entrepreneurship programs at Cox by overseeing the BBA Specialization in Entrepreneurship and the MBA/graduate program in entrepreneurship\, managing a team of over a dozen adjunct professors in teaching over 20 entrepreneurship courses. Dr. Mak also works with the Lyle School of Engineering on the MS in Engineering Entrepreneurship degree program. \nDr. Mak is one of the leaders at SMU in researching blockchain and created an MBA class called Blockchain Entrepreneurship where he taught about CryptoKitties as one of the first NFT (Non-Fungible Token) startup business models.  He has traveled to London\, Berlin\, Malta\, Kuala Lumpur\, Singapore\, Israel\, Beijing\, and Shanghai researching blockchain startups. He has formed a company Genesis Blockchain Academy\, LLC that is supported by the SMU Incubator. \nDr. Mak also researches esports entrepreneurship and just completed a project with a graduate assistant researching startup business models in esports. He is the faculty advisor for the SMU Esports Club and co-director of the newly created SMU Esports Business Management Certificate. He has traveled to London\, Stockholm and Israel researching esports startups. His newest research interest is in space entrepreneurship. \nDr. Mak specializes in ideation (having created an BBA course called Identifying Entrepreneurial Opportunities)\, emerging business models and strategies\, corporate entrepreneurship (having created an MBA course called Corporate Entrepreneurship:Intrapreneuring)\, and global entrepreneurship (having created an MBA course called Global Explorations in Entrepreneurship and brought his students to Berlin\, Zurich\, Israel\, and Kuala Lumpur to study their local entrepreneurship ecosystems). Dr. Mak also teaches strategic thinking in the SMU Cox Executive Education program called Transformational Leadership.   \nPrior to joining SMU\, Dr. Mak worked as an engineer for Fortune 50 companies Raytheon and Digital Equipment Corporation\, and then was an early employee of venture-backed software startup Mercury Interactive in Silicon Valley as a field applications engineer and then was the Texas Regional Sales Manager after the company’s IPO. He was involved in his own healthcare dot.com startup and presented to top-tier venture capital firms in Silicon Valley\, and then was the vice president of sales and marketing for a startup Asian business magazine\, and most recently he was vice president of marketing and business development for a small\, Dallas-based private-equity backed Linux software company and led the sales expansion into the Japanese market and the eventual company sale to a large Japanese systems integration company. \nDr. Mak earned his BS in Mechanical Engineering from MIT\, an MBA in Finance from the SMU Cox School of Business\, and a Ph.D. in Applied Science (Systems Engineering focus) from the SMU Lyle School of Engineering\, where his PhD dissertation was entitled: Improving Investment Performance of Venture Financing Utilizing Bayesian Fundamentals. Dr. Mak is also the recipient of the SMU Cox Teaching Innovation award\, SMU Distinguished Community Service Award\, the SMU Rotunda Outstanding Professor Award\, and the Global Educator of the Year by the Dallas Global Chamber of Commerce. Within the Foreign and Commonwealth Office\, Peter was the Financial Counsellor in the British Embassy in Tokyo\, representing the Treasury\, Bank of England and Financial Services Authority. Speaking at the luncheon is Tomas Baert. \nPrior to moving to Washington\, DC in August 2018\, Tomas was the Head of Unit for Trade Strategy at the European Commission’s Directorate-General for Trade (DG Trade)\, where he led the team responsible for the 2015 Trade for All strategy and the 2017 Communication on A balanced and progressive trade policy to harness globalization. He also coordinated DG Trade’s work on the withdrawal of the UK from the EU and the preparatory discussions on a future EU-UK trade relationship. From 2014 to 2016\, Tomas was an assistant to Director-General for Trade\, advising on the Transatlantic Trade and Investment Partnership (TTIP) and WTO negotiations. \nBetween 2010 and 2014\, Tomas was based in Geneva\, where he served as a first secretary at the Permanent Mission of the EU to the WTO\, handling multilateral negotiations on intellectual property rights and rules and competition policy. Tomas joined the European Commission in 2005 as a trade negotiator on services trade and investment. He was the EU’s negotiator on trade in services and investment for the EU-India free trade negotiations\, as well as a member of the team concluding the EU-Korea FTA. From 2007 to 2010\, he was in charge of the development of a common investment policy – an area in which the EU gained exclusive competence in 2009. \nBefore joining the European Commission\, Tomas worked for three years as a government affairs representative for US multinational DuPont on EU policy and regulatory questions relating to chemicals\, biotechnology\, and trade\, and researched the emergence of regulatory barriers to trade at the International Trade Policy Unit at the London School of Economics. \nTomas holds an MSc from the London School of Economics (LSE) and an MA from the Catholic University of Leuven (KUL)\, Belgium. He spent a term at the Graduate Institute of International and Development Studies in Geneva\, Switzerland\, and completed the Mastering Trade Policy program at the John F.
